Richard D. Courtney, President and Chief Executive Officer

Mr. Courtney serves as IMTT’s President and Chief Executive Officer. In this role, Mr. Courtney oversees day-to-day operations as well as acquisitions and business development for the firm. He also serves on the Board of Directors of IMTT subsidiary OMI Environmental Services Inc., and the boards of Newfoundland Transshipment Limited and the Methanol Institute.
Mr. Courtney’s previous responsibilities with IMTT have included budgeting and long-range forecasting, new venture and project analysis, treasury management and tax planning. Prior to his current role, Mr. Courtney served as Executive Vice President of Commercial and Business Development.
Mr. Courtney is active in civic and professional organizations, including having served as a member of the Jefferson Parish Business and Industry Committee, and as chairman of the New Orleans Society of CPAs Bank and Bankers Committee. He is a member of the Board of Directors of Longue Vue, a member of the AICPA and the Louisiana Society of CPAs and a variety of business organizations.
A native of New Orleans, Mr. Courtney attended Louisiana State University from which he received his BS degree in accounting. Thereafter, he obtained his CPA certificate and joined the New Orleans office of Arthur Andersen & Co.

James May, Chief Financial Officer

James May was appointed Chief Financial Officer of IMTT in July 2014, having joined IMTT’s parent company, Macquarie Infrastructure Corporation (NYSE: MIC), in 2007. Mr. May served as Asset Director for MIC’s Atlantic Aviation, IMTT and Renewable Energy businesses from 2009 to July 2014. During that time he led over $3 billion in debt refinancings, $1.5 billion in acquisitions and investments, 15% in cost reductions at Atlantic Aviation and other performance measurement and enhancement initiatives. Mr. May is member of the board of directors of IMTT and Atlantic Aviation.
Prior to joining Macquarie, Mr. May served for ten years in roles within The BOC Group. The BOC Group is a global enterprise involved in industrial gases, vacuum technologies and distribution services. Mr. May last served as Vice President and General Manager, Electronic Materials and Global Finance Director, Electronic Gases. The BOC Group was acquired by the Linde Group in 2006.
Mr. May was awarded a Masters in Business Administration from Columbia University in New York and holds a Master of Arts degree (Economics) from the University of Edinburgh.

Michael Burgett, PhD, Chief Operating Officer

Dr. Burgett is the Chief Operating Officer for IMTT one of the largest independent network of liquids terminals in North America. IMTT operates close to 50MM barrels of liquid storage at facilities in the US and Canada. It was founded over 70 years ago and has long history of operational excellence.
He joined IMTT in 2016. Prior to this assignment he served as Director Leadership Development, for Kinder Morgan following retirement from NuStar Energy, where he spent 17 years working as Vice President of Operations, and Vice President, Strategic Sourcing. Prior to NuStar he was a partner in Shore Terminals, LLC, the largest independent terminal company on the US west coast. He worked for Calnev Pipeline, GATX terminals, and ARCO in various executive and senior positions prior to Shore Terminals. In his 30 years of terminal experience he has held roles in operations, planning, business development, and administration. In addition to his extensive industry background he has served on the ILTA Board of Directors for many years, and is a past Chairman of ILTA. He has also served as Chairman and President of Healthy Families San Antonio, working with high risk young mothers. In addition to his work experience he is active in his church, working with youth and with his wife Paula his family of four children and 16 grandkids. His interests include research on the origins of leadership, apiary management, and gardening.
Dr. Burgett holds a Ph.d. in Organization and Management – with a specialization in Leadership from Capella University, Minneapolis, MN, a MBA from Pepperdine University, Malibu, CA and a BA from National University, San Diego, CA. Dr. Burgett is also a certified Executive Coach

John Siragusa, Chief Banking Officer

Mr. Siragusa has been the Chief Accounting Officer of IMTT and was the Chief Financial Officer. He currently serves as the Chief Banking Officer.
Prior to joining IMTT, Mr. Siragusa served as Vice President and Chief Internal Auditor for the First National Bank of Commerce, the largest bank in New Orleans at the time.
Mr. Siragusa began his professional career in 1972, after receiving an undergraduate degree in accounting, with honors, from the University of New Orleans. He joined the New Orleans office of Arthur Andersen & Co., where he became a senior manager, with public and private client responsibilities in a wide variety of industries, including service, banking, manufacturing and construction. His responsibilities included the formulation and teaching of a variety of firm wide industry competence training programs.

James E. Miles, III, Vice President – Business Development

Mr. Miles joined IMTT in 2003. He is responsible for new venture and project analysis at IMTT in addition to marketing for the St. Rose, Louisiana and Richmond, Virginia terminals. Prior to joining IMTT, Mr. Miles was a financial analyst with Forest Oil Corporation in the Corporate Planning and Business Development group where his primary responsibilities included modeling for acquisitions, budgeting and maintaining the Corporate Investment Results Report.
Mr. Miles holds a Bachelor of Arts degree in psychology from the University of North Carolina at Chapel Hill and a MBA from the University of Denver Daniels College of Business.
